Explains what Characters must be encoded in submitting requests through the API
When submitting requests through the API all non-alphanumeric characters must be encoded.
For instance, the URL in the POST command below has a "&" in it. The request references a class in PLE called "Computers & Technology". This ampersand must be encoded to an HTTP value.

Using this resource the class name "Computers & Technology becomes "Computers%20%26%20Technology". The "space" characters" become "%20" and the ampersand becomes "%26".
